The Nazgul have all the looks of a casual card not worth a serious look for Constructed play.
We've seen these sort of gimmick cards a number of times. I believe Relentless Rats was the first, but Seven Dwarves, Shadowborn Apostle, Persistent Petitioners, and probably one or two more have only ever really come up in Constructed in odd scenarios with something like Thrumming Stone, otherwise being relegated to casual play.
As such, it's very easy to look at Nazgul from the new The Lord of the Rings: Tales of Middle-Earth set and think the same thing.
However, in doing so you'd be doing yourself a great disservice.
The nine Nazgul you can put into your deck are very reasonably sized, while also scaling extremely well as the game goes on. Without any other help, the first one you cast makes a 2/3 deathtouch for three mana, the next makes them both 4/5s, the next makes them even larger, and that's to say nothing of having other ways to have the ring tempt you!

What better way to keep putting Nazgul into play than Collected Company?
Collected Company is a well-established staple in creature decks, providing you card advantage and tempo, and excels at reaching a critical mass. With nine copies of Nazgul in your deck you'll be finding them early and often, providing a fast and powerful clock that will hopefully outsize your opponent's removal. You've also got other great new tools like Orcish Bowmasters and Delighted Halfling which slot in perfectly alongside interaction like Thoughtseize.
However, in an unexpected twist, Frodo and Aragorn are here to help! Frodo Baggins provides a ton of extra tempted by the ring triggers to pump up your Nazgul squad, while also picking off small creatures. Aragorn, Company Leader can help dole out keywords to aid in creature combat, gaining life or making things difficult to block. And lastly Call of the Ring can provide much needed card advantage.
For such a thematic deck built with almost a third new cards from The Lord of the Rings, this deck also hits really hard and is a blast to play!
