Hello, awesome Commander fans! Today, I want to share my take on the top new legendary Commanders from the latest set, Modern Horizons 3. Note that since the legendary leaders in the Commander set are designed for this format, we are not ranking them - sorry, just the ones in the base set. Also, note that reprints aren't counted, just new cards! I have a total of 24 new Commanders to rank. This list will focus on the top cards, as it doesn't include uncommon draft signals or Standard. Ready?
S Tier
Let's start with my five S Tier cards! Arna is awesome as she gives Esper a new archetype around modified dorks, since she'll double their counters or Aura/Equipment on them when they swing. Nadu is breaking Modern and is good in Commander by turning targets into ramp or card draw for an efficient cost. Note the twice-a-turn restriction is per dork, not per Nadu. I built around the card here. Ral is my favorite flip-walker for Commander since he ramps for spells and then flips into a stormy powerhouse. Sorin is next in a life gain shell with lifelink and extort to gain life and flip in one turn. Note he keeps extort as a planeswalker. The Necrobloom is so awesome in landfall matters that I also wrote about it as a Commander in Abzan (coming soon!). I love it loads since it'll make 0/1 Plants, then 2/2 Zombies as a Field of the Dead in the Command Zone, and then your lands recur with dredge 2. This is my favorite Commander from the set!
A Tier
Now, let's turn to another set, this time A Tier! Ashling does a brilliant Omnath impression with her ability to hold Red mana, and then her magecraft ability is nasty good. New Eladamri is a great dork lover with the ability to cast them from the top of your library or tap some and drop a creature for free. He is my top A card. Kudo is brilliant at making stuff 2/2s, like your tokens bigger or your foe's stuff smaller. I also love him leading Hate Bears. New Rosheen is brilliant at the rarer X matters archetypes with her self-mill and mana tapping fun times. The middle-scoring flip-walker drops turn one as a fine 0/3 flying body to make Clues for cracking and then also flips into a smaller two-loyalty leader. She's good at Clue making and recursion with her minus ability.
B Tier
Next are the six B Tier Commanders! This section includes the Eldrazi Titans that are hard to cast and require colorless mana, but will dominate when they do. The best is Ulamog, with the ability to exile half a library and then grow in size massively. Emrakul is next, stealing opposing stuff on cast, hard to answer, but then your stuff gets sacrificed, theirs too, on death. Kozilek can manifest, pump colorless dorks massively, and then draw you cards. Ajani's flip-walker is next, with 3 power and toughness total for 2 mana in Boros, leading a Cat matters brew with his token, death flip trigger, and Cat pumping. Herigast costs a lot, sure, but he has emerge, and then gives it to your stuff. He is the first emerge Commander. Shilgengar is an on-curve 6/6 flying beater in Orzhov colors that is a free sac engine for making a Blood token, or a number of tokens equal to the sac'd creature's toughness if it was an Angel. Then you can spend three, sac six Bloods, to recur your entire team to the battlefield from your graveyard with finality counters. A free sac and recursion is nasty in Orzhov Aristocrats or Sacrifice matters.
C Tier
Our 3 Mid-Tier Commanders are next, and they are okay, not amazing. Not bad, just okay. Genku turns leaves-play triggers of nontokens into making token dorks, but just once for each type of token. Then you can use it as a mana sink to make those tokens bigger. I built around it with Equinaut here. Grist, our last flip-walker, is a cheap 1-drop 1/2 with deathtouch to play keep away or trade up, and needs a self-recursion trigger like Bloodghast to flip, and you spend mana too. Then you get an Insect token maker, self-mills, and maybe deathtouch too. Imskir costs a lot in Rakdos, but has affinity for artifacts and can be cheap as well. Then you'll swap life for cards drawn equal to half of your artifact total, and you can spend four mana to sacrifice an artifact to shoot something equal to its mana cost.
D Tier
Just two this time! These are good, but not the best in their archetype options. Pearl-Ear is a Mono-White Aura lover's delight, giving your enchantments affinity for them. She is my favorite in the set, here, but there are better options and you are missing out on Green. Phelia is a flashing Bear Dog that has an attack trigger to blink another nonland permanent, yours or your foes, but there are better Blink leaders like Brago, King Eternal.
F Tier
Our final trio! Phlage was designed to be a powerhouse in Modern, but it is weak as a Commander since a recursive Lightning Helix isn't that great in 40-life formats and you need to keep recurring or blinking it. Six is strong in the 99 as a Giant Spider with an attack trigger to mill you three, and then you can Regrowth a land, and you can discard lands to recast nonland permanents from your graveyard. Skoa is a common legendary Pauper legal leader, but that grandeur means it was more designed with Limited in mind in case you draw multiples.
