Teferi, Teferi, Teferi, what do you have to say for yourself? This time trickster has slowed down Standard for years, and before Teferi, Time Raveler could even rotate we have a new card in Teferi, Master of Time. What he will do to competitive formats I do not care to speculate. But in casual, he is particularly tricky.
Teferi, Master of Time can be activated on each opponent's turn, meaning over a cycle he can gain as much as +4 loyalty. In the new format of Oathbreaker, we can play him out of our command zone, and if he stays on the battlefield, we can cast his signature spell, taxed two more each time. Now, we could choose any of many powerful instants or sorceries. I picked one that spoke to Teferi's prankster past.
Ovinize is subtly powerful, and I'm not talking about its pun. By holding mana untapped you can threaten to cast this instant, which will make opponents hesitate to attack you. They may instead choose to pick a fight with another opponent, which is what you want most of all in multiplayer. Ovinize is its most potent when it is never cast.
The card Reality Ripple has similar upside, of threatening to embarrass an attacking creature. Like our Planeswalker's -3, it can phase out an attacker. Phasing is a confusing ability, in that the creature doesn't actually leave the battlefield. No enter or leave triggers happen. Equipment stays attached, and it retains counters. You could certainly play the more flexible Reality Ripple as your signature spell. The downside is that it's not as funny as Ovinize.
Our first decklist will have a side dish of Teferi flavors with a main course of discard and draw synergies. Teferi, Master of Time lets you loot four times a turn cycle, meaning Chasm Skulker will become monstrous fast. You will always have a discard outlet for madness, and if you wish, you can gain many mill triggers with Teferi's Tutelage. We'll save mill strategies for the second decklist. For now, let's stick with simply Teferi.

I designed this deck to be budget friendly, for people who want to have a fun time with Teferi and friends. If you own Sapphire Medallion, it's the first card I would add. You may have noticed some inexpensive 1/1 fliers in the decklist. I didn't add them only to be frugal. This deck has room for more color-hate cards, which you can discard to Teferi's +1 if they are irrelevant.
You certainly could play more oppressive hate cards, such as Chill and Dream Tides. Those would be suitable for a cutthroat table. For most playgroups, I would recommend against randomly preventing opponents from playing.
Among the deck's creatures, Nadir Kraken seems especially strong. It can get huge and fill the ocean with tentacles. And, if you're playing Reality Ripple as a signature spell, you can save it from removal.
The deck plays a few synergistic creatures, but not enough to consistently pressure opposing planeswalkers. If they try to ultimate, counter the ability for the ultimate prank.
Sparkhunter Masticore is no joke. This card will be a staple of this format, and it has minor additional upside in this deck as a discard enabler. I will buy more than one copy for my Oathbreaker decks.
I recently wrote an article for Teferi, Hero of Dominaria. Now, it's no secret that I prefer aggressive tribal decks to Teferi control, but I still gathered the cards in paper to test against. LOOK WHAT I DO FOR YOU! It felt like playing combo, and if the other three players ever failed to ally against you, then you would likely win on turn five, by phasing out every round until you ultimated with Teferi, Hero of Dominaria.
Whereas Teferi, Hero of Dominaria should be judged as a deck of raw strength, Teferi, Master of Time is more whimsical. Opponents shouldn't fear you as much, and they're less likely to attack you first, especially with your defensive abilities. Mono-Blue Teferi is more of a prankster than a reality-warping temporal adept. He's more chill (but no Chill please) and suitable to a laid-back game with buddies.
For some, nothing brings more joy than milling. As a strategy, it's rarely overpowered, but be warned, some players likewise hate nothing more than be milled. You certainly can and should play Teferi, Master of Time with a mill strategy if that's what you love. Again, this sort of deck runs counter to my playstyle, so I may miss some obvious cards in the list. If that's so, leave a comment. I will still grit my teeth and build the best deck for you, but know that it's for your sake, not that time twister Teferi's.

You may wonder if a mill deck brings an opportunity to go creatureless, to avoid board wipes. The issue is that it's hard to protect your Planeswalker in multiplayer without any creatures. To that end we're playing multiple defenders, including a few of the best.
Instead of synergistic creatures we're playing mill enchantments. The ones such as Teferi's Tutelage trigger whenever we draw a card, which we can do four times a round with Teferi, Master of Time. We are also playing a boatful of card draw, for a faster voyage down to the local mill.
Whereas hate-cards like Chill prevent opponents from playing, those like Insight and Baleful Stare can still be powerful without ruining the game for anyone. Again, you can discard them to Teferi if they're no good.
What is good is casting Windfall with Teferi's Tutelage. Throw in a Teferi's Ageless Insight for even more mayhem in the Tolarian Academy. Should you get close to decking yourself, you can always turn it around with Whirlpool Rider or Psychic Spiral. And you could win outright with Jace, Wielder of Mysteries.
Jace and Teferi are working together these days in the Gatewatch. And if you play your cards right, their bromance can cause your opponents to lose their minds.
I'll leave you with one final note on Magic strategy. When playing this deck and at all other times, it's important to remember that black lives matter.
